Mostly geography (Mexico gets really screwed here, it's pretty much made to be divided), but not entirely. For example Venezuela and Argentina had great positions and by all indications should have been at least Canada-level by now. And they actually were up until about 1950. In 1950 the country with the fourth highest GDP per capita in the world was Venezuela, fifth was Argentina.
