No. Multiple cultures spoke (and speak) Indo European languages. Proto Indo European is a reconstructed language - none knows for sure who if anyone spoke it and exactly the same way as linguists reconstructed it -, and the (original) Indo European people are a posited hypothetical people and culture and homeland. There are candidates for said original IEs, such as the Yamnaya culture, but we don't know enough to say for it sure. Also original IE is a theoretical and arbitrary starting point due to the fluid nature of language and culture. It's like trying to define when did the French people became French etc.
