He's not in the top 3 because historians don't rank presidents on how 'badass' they think they were.

Because he was the most consequential president in US history, arguably the greatest politician in US history and not only did he reshape the social fabric of America with the New Deal in a way that no previous president could have dreamed of doing but also maneuvered the US into a position of being the greatest superpower that world had ever seen.
