Italy is more like the worst of the best, the weakest of the Great Powers so I wouldn't call it pathetic, even they have major victories over the other Great Powers whereas a nation like Mexico has only won 1 war ever since declaring independence, and that was a civil war with French support.

So at any time while some reason/kingdoms were conquered others still remained independent. Not a single ruler foreign or local was able to unite complete India at any time. The closest were the Mauryas and mughals and even them couldn't conquer the southern kingdoms.
