Judging presidents by how the economy performed under their administration pre-FDR is really dumb. The general working of the economy was seen as outside the realm of presidential responsibility until The New Deal (Woodrow Wilson & WW1 as the rare exception).

Of course Presidents before FDR made decisions that affected the economy, but most were tied by the extraordinarily small size of the Federal Government and a pre-Keyensian understanding of Fiscal Orthadoxy.

Best: Eisenhower, Nixon
Worst: Truman (absolute shithead of a person, fucked with the military too much) , LBJ (Welfare state and Vietnam) Bush (Iraq) or Obama (worsened race relations, fucked up foreign policy, little economy growth)
