Because back then, sweat was just something people did. It wasn't considered odd or off-putting at all. It was only with the invention of deodorant (and especially the advertisement of such products which made body odor "bad") plus the invention of air conditioning that people starting considering sweat an undesirable process of the human body.

That, and much more emphasis was placed on proper dress codes back in the day. A man was not a man if he didn't wear the proper attire of his station. And since you're going to end up sweating no matter what, you might as well look dapper while you do it.

It's amazing what 2-3 degrees does. I moved from south texas to north texas the difference between temps remaining at 90 degrees in the first two weeks of October versus north texas where it drops into the high 80s in late September is unbelievable.
If it was 3 degrees cooler 100 years ago, and cities had more foliage and less 'heat desert' problems from black asphalt, I could see the clothing being manageable.

source: I live in Italy (Mediterranean climate) and can wear suits in any season with no problems. Also my father is a tailor.

With few exceptions the average clothes of ages past were of far superior (when new) quality than average modern clothes.

This is true of many other things but particularly clothes since natural fibres and the clothes being properly fitted and made-to-measure was the (inevitable) standard when now those are upmarket options chosen by the elites.

Of course those things also represented a far higher proportion of the income of average users and (being less disposable) they saw more wear and repairs. This also made people more conscious and prouder of wearing "respectable" clothes which meant it was more important socially.
