Why did the Prussian(and Austrian) leadership think they could do this without it backfiring horribly?

That's usually more appropriate for "why didn't X just conquer Y" questions. This is the exact opposite. Why weren't some logical, pragmatic, real life factors not taken into consideration, or considered less important?

There could always be the threat of war if the "balance of power" was threatened.
Russia would back down and negotiate.

Several reasons. First at this time nationality wasn't as important of a force or the leaders didn't appreciate it to be. Secondly the Prussian gained interconection of its territory which is extremely valuable. Third there was a real fear that the Russians would take over the entirety of Poland making both nations more vulnerable. Third they did try and keep a rump polish state as a buffer but the Poles revolted and I was determined to be to dangerous to leave an independent poland to sow dissent.

First partition did this and it was manageable. But with the second and third, half of Prussia had Poles in it.
Even with the Polish revolt, a puppet government could be enforced by occupation.
But the full partition just seem as a very extreme measure.
During 1814-1815, Prussia wanted to give up most of the Polish territories they received during the partition and have all of Saxony, instead.
Russia and Prussia were allies back then, but someone must have noticed that the new Russian border was awfully close to Berlin and that a Polish buffer would have been useful in some future conflict.
So I'm wondering if anyone realized that at that time.
