1. Most wars were started by Napoleon's enemies rather than by him
2. Napoleon didn't execute the Austrian and Prussian monarchs (who had started wars against him) upon defeating them

The ones who won and exiled him did so because they didn't want to make a martyr out of him while they tried to restore the French Monarchy.
