Historically, money is worthless because it could not be traded directly for the needed resource.
Which is why loyal mercs has been a huge thing in history, and why shit tiers(such as Viking's as Vagarian guard) is often famed for reasons other than combat prowess.

Even today its not that useful. It can sorta be traded directly, but most of it will be indirectly.
Think North Korea: Can barter services for foreign currency, but can't spend that in the ways it want to.
And anything that applies to NORK and Money, also applies to non states using money: Barter is limited, and takes time.
Meanwhile any basic mob can theoretically sack a place, and then get sympathy into getting away with it.
