Because ending the war as quickly as possible would do much more to save lives than burning time and diverting resources on secondary targets and missions whose results could not be guaranteed.
Also, giving the strategic air forces tactical missions didn't tend to end well. See the pre-Normandy invasion railway bombings that killed 12,000 French and Belgian civilians, or the hundreds of American troops killed and wounded by short bombs beyond the beachheads when trying to use heavies for ground support.
