Can't recommend anything on the founding, but Peter the Great his life and world by Robert K Massie is a fantastic book on Russian history.

On the XVIII century - look for Nicolai Pavlenko's works about Peter the Great and other persons.
On the XIX century: Lyashenko's works on Alexander I and II. Lenin's "Development of Capitalism in Russia"
On the XX century: Alexander Vdovin's "History of USSR from Lenin to Gorbachev"
And I don't give a damn if they're not translated to english. Learn russian or die.
