Is it possible for a religious person to be truly devout to their faith while remaining truly tolerant of other beliefs?

Yes however people commonly confuse tolerance with acceptance.

Jesus
Yes, even if they get condescending about it.

Sure. Why would you think otherwise?

Depends on their particular faith and the other particular faiths.
Like, a believer in Ba'hai would find any Abraamic religions to be OK.
Reform judaism is tailored to the modern world where being confrontational in the face of other regiligions or lack thereof wouldn't be safe.
Christianism has some tenets that could be used to justify tolerance if they were prioritized over other tenets.
The Quran asks muslims to tolerate other "people of the book" (other Abraamics) to an extent.
The only thing Abraamics haven't ever been forgiving of, historically, was paganism but it's not like the Pope cares enough about the living LARPers to make a statement on that, so I'd say even they may have a niche in a society dominated by Judeo-Christian values or the humanistic values that sprouted from those.

"Tolerance" in the Social-political sense is modern newspeak term. In most cases "tolerance" is enforced by gun to your head in the west. Don't wanna marry fags, bake a fag wedding cake, allow muslims into your place of business and kiss up to the Jews? Off to prison you go.

It was her job, she was paid to hand those civil marriage licenses. She wasn't a church worker, she was a government worker and thus should abide by government regulation over her religious beliefs - or quit her job.
