The Mannerheim tape was recorded on the 4th of June 1942, thus well after Barbarossa started. Hitler says that the USSR had 35k tanks and the Wehrmacht destroyed 34k so far.

Why would anyone have reason to believe that Stalin was doing anything other than biding his time and waiting for Germany/France/UK to exhaust themselves before moving in himself?

Because in 1941, it doesn't look like anyone is exhausting anything; Germany has won the war in Europe. It also overlooks the fact that the USSR and Germany have had pretty decent relations in the past few years, and were each other's biggest trading partners.

By all accounts Stalin was not convinced in the opening hours that Hitler broke the non-aggression pact (some claim that he was shocked for days, others that he began working after he was convinced that Germany was committed). He thought it was insubordinate German officers.
