how good is "decent"?
some people wont blink at a £1000 sword and consider it cheap, while some people think £100 is too much.
As for armour... well, to use, to wear? I know plenty of armourers, some of whom will ask a 5-figure pricetag.
And for what period. I can suggest armourers who specialise in 14th C, in 15th, one or two 16th C. I know mail-makers who specialise in 13th and earlier.
Same goes for arms. I know some of the best smiths in the world, but I wouldnt send you to one single person for all. What type of arms makes a big difference - one craftsman is good at polearms, another at maces, and then you get the swordsmiths...
