That's exactly how they do it here. Unemployed immigrants have to take part in integration programs that include language courses or their migrant bucks are cut greatly.
Which by the way is the same shit unemployed get: you refuse work, enjoy losing your benefits.

It is both ethical and practical to disallow immigration entirely unless the immigrants are already versed in your language and familiar with your culture and ready to adapt, unless you have a severe skills or labour shortage and lack the resources to solve the problem on your own.
