because france and england were developed countries by the 1700eds with centralised goverments and so on and industrialised nations by 1800eds with large urban industrialised centres and a dynamic capitalist system that got everione to get with the programme or starve to death, with france especialy making a longterm consolidated effort to turn everyone french, from simple things like political and cultural hegemony, forcing education in the official language, imposing national identity on minority populations all the way to simple oppression and genocide, and england doing similar stuff in their own ways, like how most of ireland still speaks english

a lot of this started way way back, with things like the crusades against cathars or all the shit henry tudor did to catholics and cromwell did to everione

realy in england it was mostly down to influence of urban and political centres, which were anglo doinated obviously, and most of the population being piss poor and illiterate for most of english history, as well as lots of wars and terror and ruthless exploatation

in france it was a whole project, lasted centuries, costed countless lives, still isnt over

its how you impose control and hegemony, make sure generation after generation of kids learn the same shit in the smae shitty official language by the same state official aproved schoolteacher under the same fucking flag blessed and endorsed by the same shitty religion

spain on the other hand was a third world country till the mid 20th century, so it was full of isolated subpopulations with their own languages and dialects, same as italy or any part of the balkans, even tho spain too had its bright moments of strong centralised goverment, inquisition, forced conversion and purges, as well as being founded on the reconquista
