Spanish people didn't have as many external threats as the French did in the 1800s when the mass assimilation took place. France was worried that Germany or even England would encourage and support separatists to divide the country.

The English assimilation was more voluntary, started sooner, and lasted longer. By the time Scotland joined the union most of the southerners were already speaking English. This is probably because England has a more dynamic economy than France with more internal trade and movement of people.
