there are so many perspectives involved

first there is separating consequence from fault
does one person/group have to compensate for damages they caused even if they had no alternative?
(like compulsory acquisition for freeways)

then there is the causal cascade
which damages to the south were the direct result of their own actions?
(if someone breaks into your house and is injured by your unsafe staircase, are they owed compensation?)

then the issue of where compensation would go
victims are dead, their relatives may or may not have even been affected directly
indirectly everyone was effected, and nobody will agree on how compensation should be spent

worse still the issue of who the compensation is taken from
no individual alive has any assets, do we just fine the handful of living vets $9999999999...?
are entities eternally responsible?
can todays government be held accountable for yesterdays; even if no individuals survived and policies are discontinued
can we fine indirect beneficiaries, try to untangle what is a "proceed of crime"

then there are issues of retrospective
if nobody though something was wrong back then, were they guilty unknowingly; or were they just "discovered" to be guilty

what I can say for sure is that it's not usually worth doing, it just perpetuates a conflict
the south took defeat as a people should, they kept their pride and largely didn't seek vengance
