Prussia only became a part of Germany in the 1860 when they destroyed the Deutschen Bund (German foederation?) and founded the Northgermanfoederation after they're beaten Austria out of Germany

Also, the partition coalition forced King Stanislaw to abdicate and he retired to St. Petersburg as Catherine II's trophy prisoner, where he died in 1798. Austria, Russia, and Prussia sought to permanently erase the existence of Poland, even down to the country's name, as proven by a secret and separate article signed by the partition coalition:
"In view of the necessity to abolish everything which could revive the memory of the existence of the Kingdom of Poland, now that the annulment of this body politic has been effected the high contracting parties are agreed and undertake never to include in their titles ... the name or designation of the Kingdom of Poland, which shall remain suppressed as from the present and forever".

A hybrid Slavo-Teutonic entity, not a "German" one. Prussia should have remained completely separate from Germany. Without Prussia Germany would have remained weak and divided, but Prussia itself would have flourished.
The huge number of Poles+Sorbs would have meant that the Prussian state would essentially be half Slavic.
If the Prussian monarchs were more pragmatic and far-seeing they would have made themselves rulers of Poles and Prussians and abandon the whole "German" experiment. They should have stopped trying to fully Germanize the Poles but instead fuse their culture and language into the Prussian ethos.
And, yes, the Vienna Congress ruined everything.
They gave Central Poland to backwards Russia and didn't give Prussia all of Saxony like they wanted, but instead they gave them Rhineland and Westphalia that was on the other side of Germany which they didn't even want.
The Austrians didn't want a long border with Prussia and Britain wanted Prussia to be a guard against France.
Having Prussia as a direct neighbor of France was the real cause of WWI.
Also because the Rhineland was separate from Prussia they had support the custom union and eventually the union of northern Germany instead of minding their own business in the east.
