The lower holes are so water can pass through, else your get a mud pool on one side of the wall, and the wall itself suffers from the contained humidity.

The bricks are flat because their are easier to make properly if they are, else you have air holes in the middle or it doesn't bake properly or breaks.
You alternate between bigger blocks and smaller ones to keep the wall leveled, else your wall can lean to one side when little mistakes stack up.

The last two are to compensate for shoddy craftsmanship or poor owner, and aren't actually good building techniques.
You can also see them skimming on skilled laborers and quality resources in the corners of the towers, which are well done, and the wall right next to them, which isn't.
Basically some areas take priority, because they couldn't afford to make all of it well.

The rows of brick are called 'bonding courses'. They do what their name implies - you can build a higher, stronger and thinner wall this way, saving on the expense of dressed stone.
