Well it appears to be some sort of ornated horn because it has a mouthpiece for blowing. Also the structure and how it's carried implies that it is some sort of instrument. It might be related to olympic games or it might be even horn used in war for telling commands to man at arms.

Different cultures use horns for different things. If its not an instrument, then in the Caucasus they are often used a ceremonial drinking horns. You drink sweet wine out of them. Alternatively I've seen them used as gun powder flasks, but I would probably say thats a drinking horn.
