The French already had 20 million people at this point and at the height of the British empire they had 40 million people

1) Native allies
2) Slaves
3) Lots of incentives to join the army
It was a huge achivement but the key point was the huge lower nobility(inherited by the kick periods of conquest of la reconquista) that Spain had that wanted better titles what maximized Spanish numbers in the army and in America.
