i don't fully agree with your premise but i suppose since communism relies on destroying the previous social order to take control of a country, it can easily happen that the most ruthless sociopath manages to come out on top of the ensuing chaos.
fascists on the other hand can keep the elites in power and thus have a more stable system where insane mass murderers aren't as likely to take the lead. on the other hand the leader of the fascists is most likely already an insane mass murderer in the first place so it kind of cancels out
