You might. It's noticeably more liberal and democratic than it was a decade ago, to say nothing of two. There probably won't be any single dramatic event that marks the beginning of TWUE FWEEDOM IN CHINA because so long as the economy keeps improving nobody really wants to rock the boat that much, but in a few decades the situation in the whole country might resemble Singapore's -- i.e. quite socially conservative by western norms, but with free elections and with people more or less allowed to say what they want, so long as they're careful about HOW they say it.

It'll take a few decades, definitely. But that's how countries often liberalize. The old guard rotates out, new blood cycles in, and as they have less to lose they're more willing to implement reforms. That's exactly how Taiwan went democratic, and it happened very smoothly (South Korea and Indonesia underwent a similar process, but much less smoothly, in the face of massive protests -- but no real bloodshed). Granted, China's no Taiwan, it's much bigger and still much less developed, but it's at least thinkable something similar might happen there -- not now but in a few decades. Not a certainty, but it's thinkable. They're experimenting with limited reforms even now.

I'm sure local/regional government has a say politics, but a responsible government doesn't blatantly massacre political dissidents, and put orwellian restrictions on information and media.

Thirdly, the CCP had to find a new source of legitimacy. It couldn't just promote the equal treatment of all Chinese, that had led to this protest when things turned economically sour for some Chinese due to Deng's reforms. Thus, the CCP looked to promote itself as the most capable force in China to run the economy and to protect its international security.

In what way is it noticeably more liberal or democratic than it was a decade ago? The fact that the current President is heading national direction in a traditionalist (banned the promotion of 'Western ideals' in the classroom, as well as the advocacy of rights for homosexuals etc) and almost reactionary direction?

Have you never heard of the democratic recession? Republican democracies have only worked in Western European countries, proven by the entire fact the democratic recession happen and politics resume their traditional and culturally tailored forms of government only nominally 'Republican democratic' as to appease the United States; see Venezuela, Ukraine, Russia, Thailand, Brazil and South Korea as case studies for this. There's no correlation between the fragmentation of republican democratic institution and a fall in the quality of life or political stability either.

China is making huge steps into democracy. Regular people are able to influence party decisions more than ever before. Around 800,000 villages in China vote for more than 2,500,000 village officials which don't necessarily have to be from the CCP and are fairly free elections for the most part.

It'll be interesting how this recent spate into democracy will effect the youth of China's villages and how they could push for more in the coming years.

Also, local delegates and officials are encouraged more and more by the Central Government to enact more parochial laws based on local petitions than ever before and we've seen great examples especially in removing factories where villages don't want them or preventing the government from putting dams in local areas.

Whilst it has been slow, there is definitely a case to argue that China has become more democratic than a decade ago.
