There was a broadly held idea in European societies before the World Wars that wars were necessary and honorable events. After the carnage of industrial war, that view significantly declined.
Add growing democratic control and the now distasteful idea that there was an arm of government always preparing for war, it became harder to justify funding for militaries.
Also the fact that for many countries, war wasn't any longer something that happened far away, the notion that nations would actually face invasion spurred defensive spending.

War used to be men lining up and taking pot shots at one another whilst a faggot played a flute and bagpipes in the back, it used to be honourable. Then WW1 came about and people realised that it wasn't fun anymore, that they didn't get to wesr colourful uniforms or play music because if they did either they'd give their position and get a barrage of gas called on them.
