then not really, I mean the entire point was to help out the Germans and they legitimately cared about that and made efforts to improve things, especially for the poor. The upper class germans probably didn't like a lot of the education reforms or the government taking control of many industries but nothing substantially negative. It surprises people when you point out that not everything they did was completely idiotic.

Well the Nazi economy was totally unsustainable, government debt was exploding at rapid rates, if they didn't start the war to sustain their economy through plunder, there would have been a total economic disaster and another hyperinflation. Don't know if that counts as "before Sep 1, 1939"
