Why does every single communist regime seem to have such a distaste of culture and artistic expression?
The ideology claims capitalism holds back the human spirit and creates a soulless world, but when communists are successful, they regulate music, art and architecture.
Just look at Soviet Architecture for what I mean, its ugly and Brutalist as fuck.
I am not against Communist economic theories, though i don't support them either, I just don't get this.

They aren't. The cultural climate of various communist-led states ultimately depended on the leadership. At two different times in the same state you could find vivid romanticism in one and stark iconoclasm in another.
You'll also notice that as a Marxist-Leninist society ages the more iconoclast it gets. This is because as time goes on what were once heroic revolutionaries and visionaries are replaced in the upper echelons of the party by dull bureaucrats and yes-men.
