Back when he was autistically goose stepping around pretty much all of the media was owned by 4-6 big corporations that were largely run by Jews. It's still that way only it's more like corporations now and the internet is causing them to lose money and power (Hence why we're seeing a resurgence of nationalism). It was kind of hard for a strapping young Nazi to get large amounts of people to listen in such conditions.

So Commander Rockwell came up with "Phase 1 tactics" which can be best described as IRL shitposting. Crashing a congressional event in a monkey suit while hooting "AHS THE MISSUHSIPPUH SENATUH AND AH DEMANDS MAH SEAT", wearing a monkey suit and running on stage during an American-African diplomatic photo op while claiming to be from the "Upper Volta delegation", punching MLK, hanging out with the Black Panthers and getting joyous applause from Black Nationalists, holding signs that pointed out that "Racemixing is finance by COMMUNIST JEWS", etc.

The point of it being that media coverage of them being violent buffoons IS media coverage; they wouldn't be getting ANY if they were peaceful. The wisdom being "If you're going to get called a Nazi incessantly for the sole fact that you're harming the profits of big corporations, why not just be a Nazi?". I personally disagree that "Why not just be a Nazi" is a good thing to take away from that (What if you, after examining National Socialism, DON'T want to be a Nazi?), but that's neither here nor there.

Rockwell had plans to change his group to become less abrasive and more community focused so they could essentially take over a town to show that Nazism could work, but the CIA shot him so we'll never get to see his glorious dream/hilarious trainwreck.
