Why didn't this man take Berlin? He had an army, he had all chances to do it. Why so important symbol of victory was given to commie?

The US reached and effectively halted at the Elbe on the 11th of April. The Soviet had halted on the Oder on the 1st-2nd of Febuary, less than 100km from Berlin.
Why didn't the Soviet march on Berlin then? Because the Allies hadn't agreed on who would occupy Austria, so the Soviets (knowing that they had Berlin guaranteed) transferred their best armies south to take Vienna as Patton dashed towards it. And took Berlin when they had the time later.
