Was he an effective ruler? Certainly. Augustus wasn't necessarily a genius like Julius but he was very effective at resolving issues as they came up and truly did try to make Rome better

I don't know about it. His work makes it look like he cared more about the state than the population. He was more like a patriotic and extremely competent dictator who understood the need to keep plebs happy than a truly benevolent one.
