He was a nutjob, one of your standard megalomaniac African 'big men' quasi-military leaders.
He had rivals (or perceived rivals) murdered, frequent rumours of feeding chopped up body parts to animals. He was nationalistic, forced out the nation's middle-class (Indians) en masse, and picked a fight with Jews for no real reason.
As far as even African dictators are concerned, no he was still pretty bad.
