It is said that while the Aztecs and the other Nahuatl Speaking peoples were familiar with the wheel, it never was used in a practical capacity because of the lack of animals to hitch them on.

How true was this?

The ancient Chinese peasants looked to their Chariot riding aristocracy and thought it would be rad if they had wheels of their own, but they cant since they're poor as fuck and cant own a horse or a mule and the communal bull has a more important job than ferrying stuff around like plowing fields and basically acting as a living tractor.

Which was invented in the 2nd century i.e. hundreds upon hundreds of years after they'd been using and innovating the wheel. If it didn't occur to them or anyone else who had access to traditional uses of the wheel until thousands of years after usage, why would anyone expect Amerindians to figure it out when they didn't even have that?

Partially. The other part is that it's way, way harder to build a practical work wheel then a tiny one. A wheel has to hit the right level of friction so that you get grip, but the wheel can turn freely. Also, the axle has to get thicker to bear more weight if it's doing work. As both get larger, the margin of error is lower.
