Nobody else landed humans (others did land drones) on the Moon because for the resources to do one manned moon mission you can do 50 drone missions which can each do much more, in a much faster timeframe, for much longer and without endangering humans to do... what exactly? Get some worthless rocks? We already have a lot of those. Anything of scientific worth that could be done on the Moon can already be done on the International Space Station.
