Because it can't be tried, at least in the nations it's been tried in. The nation has to actually be developed, it can't be some agrarian shithole. But ironically undeveloped nations are where communism is most likely to take hold. In a mixed capitalist-socialist society there is little desire to upend the status quo, at least in such a radical sense.
