The Spartan way is retarded, but for most of history in most cultures, small communities would basically all jointly raise all their children. If nothing else it seems more efficient, e.g. a small child needs constant supervision, but one person can supervise several children.

This was done in the Kibbutzim for many years but gradually discarded. My girlfriend was raised like that untill she was 5 than it was cancelled in her Kibbutz. They did move to communal living at 16 but at that age teenagers want to do that. 1.The number of people with mental illnesses isn't actually increasing, the number of people diagnosed increases as we gain more and more knowledge of mental health
2.Even if people actually did have more mental illnesses than ever before, people with mental illnesses live far, far, far better than ever before. At least now the mentally ill can have normal, fully functional lives rather than being left to rot homeless in the streets or in an insane asylum.
