Probably, I don't know about the Battle of the Yellow Sea but the 2nd Pacific Squadron wasn't equipped very well with the latest tech, and it was staffed by a lot of peasants and commies.
From what I remember, the admiral of the Russian fleet had something like a 15 minute window when the Japanese changed their setup but they didn't capitalize on it.
