One reason is that when reports were leaked of "people" being chucked out of helicopters, it made it very scary/dangerous for people to be an Allende supporter or an open leftists in general. It's kinda like what Duterte has done: when Duterte started killing drugs delears and others of a similar ilk, tens of thousands started handing themselves over to the police to avoid one of these summary executions in the streets.
