Hitler had very erratic sleeping schedules and preferred to work evenings and nights. He was an inefficient administrator and did not read reports sent to him. His way of gathering information was by summoning the people he wanted to talk to and ask them to explain what they wanted to do. He was an incessant talker - a typical narcissist and it is often said of him that "he never used one word when he could use ten".

After the Normandy landings, orders to counterattack the beachhead could not be issued fast enough because Hitler was a sleep.

In the end, the german war machine became as slow and inefficient as the french had been in 1940.

Germany had several different intelligence organizations, but they never convened or organized meetings with each other. Göering even had his own intelligence organization, which did not share it's information with anyone except Göering, who then took it to Hitler.

In the end, the British were far better at Intelligence and Counter Intelligence than Germany was. Nazi Germany was a relatively inefficient state.

It's not so much manipulation as it is an attempt to apply survival of the fittest onto a bureaucracy. Hitler would create three different bureaucrats, give them overlapping areas of authority with a vague and broad directive, and have them "compete" to produce the best results when all three guys didn't know exactly wtf they were supposed to what they were actually empowered to do.

This is especially apparent in the police forces of the Third Reich. At times, there were 5 or more different police forces, with totally different hierarchies and personel, but vastly overlapping areas of authority. That you no longer were promoted through merit like in the Prussian bureaucracy, but through how many allies you had in the party, added onto the many inefficiencies introduced by the NSDAP.
