Is he the prime example of why the government should give welfare to NEETs?

Not modern NEETs. Historical NEETs were the truly enlightened. The modern NEET has been severely distracted by soma like video games and premium cable TV, he no longer pursues volumes of the mind.

This. Diogenes live a hard, difficult life for the sake of it and begged for money as a point. He wouldn't be making any point just living off of NEETbux.
If Diogenes were to be alive in this day and age he would very likely be into anime and I can bet that he would even have body pillows.

Modern NEET culture is highly hedonistic, materialistic and trivial, largely the opposite of what he stood for.

Diogenes was probably the greatest performance artist of all time and wrote like 10 books so I think that counts as self-employed. Also he was educated under Antisthenes (supposedly). So he wouldn't really qualify as a NEET anyways
