The latter. It never managed to get off the ground and any attempt to implement it would require massive, sweeping changes to our very notion of property.
On a purely speculative note, I don't think anyone has a clear idea of what economics in the future will look like, but whatever form they take, they'll reflect the technologies of the time and be products of the thinkers of their time.

People would be motivated to use up less fossil fuels and other resources. Citizens would directly benefit from land use, so there would be no wasted urban land and no NIMBYism. Overall it would be great for environment and society.
