They had schools and public education that saw the rich and higher class Roman aristocrats like the equestrians and equites children getting the same level of education in reading, writing, philosophy, and mathematics as the plebeians own children did. Big difference was that the rich would also have the capacity to augment that with tutors and private instructors.

They usually bought their own weaponry and armor seeing as the family could afford it. Election into high positions wasn't necessarily random but quite often because they vied for the position ie becoming consul
They already had the experience as it seemed quite common for the children of patricians to serve in the military along with the necessary supplies and training
