Puerto Rico wants to be a state real bad, the last couple of popular referendums in PR had a majority of people who want to be a state.. congress does not want Puerto Rico to be a atate because it would mean spending tons of money turning it into a place that isn't a complete shithole (meets federal regulations for all kinds of safety and welfare shit).
