Because if you conscript them too hard they might:

A- rebel because they don't like conscription

B- rebel because they don't like casualties

C- finish the war too early and end up having a few million angry veterans in some far flung corner of your maritime empire ready to rebel

All in all overusing colonial troops has its drawbacks especially if the place they come from has some sort of independence movement.
