Literally impossible until we have better treatment for mental health. In Europe at least, America still has a significant number of people who are homeless simply because they are poor.
Night shelters, providing they take a shower and leave dogs outside if any. I would say half of them have mental problems and the other half like that lifestyle.

Bring back the long term care mental hospitals. The fact that they are gone is literally the only reason the homeless exist (outside of weird lifestyle weirdos).

Socialised mental health services, especially things like hostles, treatment centers and outreach groups. Problem is the mentally ill don't vote and don't pay taxes so it's not easy to persuade voters to pay for things to help them.

This, and arrange things so that Destitute Steve can qualify for housing and welfare without having to be drink/drug-free. As it is, the biggest obstacle to getting off the streets are the attendant problems to being on the streets in the first place, and the fact that you have to somehow quit booze and whatever life-ruiningly awesome drug you're addicted to while living on the street and, oh yeah, maybe you're also crazy, so even sober you're a malfunctioning wreck. The problem isn't homelessness, it's houselessness. Get these people places to live. Houses, not shelters. I digress, but a shelter is fine as long as you don't mind getting your booze and drugs confiscated, whatever possessions or money you have stolen by other bums, plus you're probably going to get beat up, maybe shanked, possibly buggered and if you didn't have a gross infectious disease before you checked in at the shelter, you will by the time you leave.
