The Portuguese did settle in Africa. After the mainland revolution independence was granted to those overseas provinces. The new African governments decided to boot out almost every white person. These returned to the mainland (Portugal, in case you forgot) and were called "Retornados" since then. Portugal wasn't very developed and it was hard to absorb that workforce so it was awkward for a while.
