Caudillos appeared naturally in the country when the state commited abuses against the population (taxes, forced levies and so on). People went to the wealthiest neighbours for protection. They soon became warlords but some of them became politicians.

The reason for Caudillos is simply Latin American politics. Which is dominated by great landowing colony-born Spanish or their Half-Spanish, Half-native colleagues & family members. Who are big into patronage politics. These were the liberators who fought for Latin American independence and took their patronage politics with them to state levels.
The Machoness is just Latin culture in addition to the military culture that the landowners adopted when they launched their revolutions.
