There was a border post known as the "Brandenburg Gate"
SS were posted there and you had to pay them a tax to pass the border
Probably just on the roads to get tax from the merchants.

Cities had borders. The rest was dependent on the specific region, Duties afaik were paid at the markets, not at the borders but this is not really unusual for Medieval states.

Lol what? You weren't allowed/able to move around in the Middle Ages and it wouldn't do much good anyway. This is why cities were so important to the emperor: They changed the rules, produced mass wealth and were directly under his protection.
