Yes, the County of Flanders existed from 862 to 1795, and still exists today as the Dutch region of Belgium.
There is quite a lot of support for becoming a confederacy, which would result in de facto independency. For separatism through a revolt, not so much.

M8 Flanders as depicted in OP's pic is like Artesia, contemporary West-Flanders and a part of contemporary East-Flanders. No where near Flanders as we know it today. If you go by that mindset Flanders would have to be a part of France because of the ties they had to the French crown. In contrast to Wallonia which should be German as a part of the former Holy Roman Empire

Bruh, East and West-Flanders today are basically medieval Flanders, in the geographical and cultural sense. That today's Flanders contains bits of Brabant and Limburg doesn't change that fact.
