Why is the Polish-Soviet war considered a soviet defeat if their main goal was driving the Whites and Poles out of Ukraine? Isn't that what happened?

Because the Soviet goals were the establishment of a polish SSR from which to launch an invasion into Germany and Lithuania.
The poles met the goal of continuing to exist against a numerically superior force.
All in all, failed goals compared, the Soviets failed their objectives to a greater degree than Poland.

As I have understood it the Poles could have gotten much more land out of the peace deal if they wished and even had the chance to march at Moscow, but they chose not to and instead had the Soviets give them money.
