That's only really true of densely settled agricultural populations, so you're right when it comes to places like Transoxiana (where people speak Turkic but are essentially Iranian/Tajik in all other respects), but small nomadic populations like those in most of Central Asia were far more likely to genetically change over time, as they did in Xinjiang or Kalmykia for example.
