I want to remind you that the Papal states had at the times of Luther been foiling the plans of the HRE for centuries.
They foiled their rigid hierarchy by claiming complete supremacy over the Church including its secular domains, fucking over their system of delegating power.

They foiled their authority in Italy by claiming authority over the Italian state, leading to several long lasting conflicts.

They foiled the unity of all of Christendom by letting themselves become the Lap dogs of France.

The papal states can for most of its history rather be compared to a parasitic state, making its living by sucking bigger states dry.
Any Catholic which thinks the papal states have been right in it's doings can in no way cry at the notion of Non Catholic States destroying Church property and persecuting the faithful, as nothing of this is less than what the by the pope blessed Inquisition has done against heretics and heathens over the years.
